This project supported the City of Niterói’s efforts to expand and improve its digital Portal de Serviços—a centralized platform for residents to access municipal services. The portal was earlier developed by the city of Niterói in partnership with the Digital Governance Unit and supported by Bloomberg Philanthropies' Global Mayors Challenge. The project focused on diagnosing service gaps, identifying global best practices, and proposing strategies to make digital access more inclusive and effective.
Conducted a gap analysis of the portal’s service offerings and user pathways, identifying redundancies and areas for improvement.

Designed and executed a benchmarking study comparing Niterói’s portal with leading civic service platforms across Brazil, the U.S., and Europe.

Developed a comprehensive engagement and inclusion strategy, mapping user personas, especially marginalized and digitally underserved residents.
